美国开放空间规划控制研究与启示

摘要

开放空间在自然生态环境保护与居民户外游憩娱乐方面起着举足轻重的作用。开放空间规划控制是保障城市开放空间基本品质的重要依据。本研究对美国开放空间保护政策、规划法规、技术规范与标准进行了系统分析，并阐释了其开放空间规划层级、类型和内容框架等方面的内容。提出在我国建立多层次协调、系统规范、开放空间保护与游憩功能并重的开放空间规划控制体系的建议。

Abstract

Open space plays an important role in environmental protection and outdoor recreation. Open space planning control is crucial for ensuring the basic quality of urban open spaces. This paper systematically analyzes the open space conservation policies, planning regulations, technical norms, and standards in the United States. It describes the hierarchical levels, types, and content framework of open space planning across federal, state, and local governments. Based on this analysis, the study proposes recommendations for establishing a multi-level, coordinated, systematic, and dual-function (conservation and recreation) open space planning and control system in China.
